There are two outlet malls within easy reach of the strip. One is in the north, towards downtown and one is at the southern end.
They are both called Premium Outlets and are run by the same company. There are some differences between the shops available at each mall, so worth checking the brand you want is there before you go.
The North is the newer of the two and is large outdoor mall. Most of the pedestrian walkways have some shade and outdoor fans and misters for those hot Vegas summers.
In theory shops at the outlets sell items that you would normally find in a sale in the normal shops, so everything should be at discount prices. However, there are definitely some shops that have lines that have been made explicitly for their outlet shops. That said, you can get some bargains, so well worth shopping around and comparing prices. Also the shops often have clearance sections in addition to the standard items, so you can get a bargain from there too.

This mall has massively expanded over the years I’ve been visiting, and there are now over 175 shops. So you might need a plan to choose the shops you want in advance and find an optimum route between them!
Personally I prefer the North Mall to the South, mainly due to it being based outside. The North is also the only one with an American Eagle outlet shop (a must visit for me!).

In addition to the shops you will find places to eat and drink to keep you refreshed as you shop. There are a couple of Starbucks locations and also a central foodcourt. Also, as the mall has expanded, they have added some other restaurants such as The Cheesecake Factory, Chipotle and Shake Shack.

Travelling by bus
The North Premium Outlets are easy to get to by bus from the strip. You first take the Deuce bus northbound from anywhere on the strip, and get off at the Bonneville Transit Center. Then you change to the 401 bus. The 401 runs a circular route between the transit centre and downtown, via the outlet mall. You can also walk from the transit centre. It takes about 15mins to walk from where you get off the Deuce bus.
To return, take the 401 bus from the same stop outside the outlets back to the transit center. This will take you downtown first, so I often get out for a visit to downtown and Fremont Street on my way back.
